The backup appears to be correct but it is backing up everything everytime.  This is the same for all the trees of data that I am backing up.  Also the home directories have very little change, mostly the maildir trees not much else.

I was lokking at the esoftware tree which is where we store our electronic delivery software and this should have almost no change even over a long period of time.  Take a look at the following:

boron:/usr/local/backup/home # cd ../esoftware/
boron:/usr/local/backup/esoftware # ls -l

I think you are writing a backup of home to /usr/local/backup/home.
(ie. your backup ends up in /usr/local/backup/home/home).
Try using 'faubackup /home /usr/local/backup'.
