Have you tried passing it to the JVM using the -D option i.e. -Dorg.mortbay.http.HttpRequest.maxFormContentSize=1048576 I think that should be 1MB. Depending on how you are starting eXist, you may need to put this in your startup.sh or standalone.sh script...
