You may have luck by getting in touch with the process-one folks to get more recent compile of yaws on REPOS or erlrt.  I did a compile for them of REPOS for OS X Intel and their build scripts are complete and worked clean.  I like what they are doing with erlrt.  Even though the Windows version is a manual install and doesn't have a yaws download yet, it may not be far off.  If not that, I bet their compile setup for Windows REPOS is easier to use than what you are trying.

I've almost made Yaws compile under MinGW by manually hardcoding necessary paths in the configure script. However, it all failed when calling erlc, it couldn't resolve necessary includes :( And I didn't have much time to look into it. I will, however try to work on it this week.
