It would be quite helpful to be able to use the fw element in recording running heads, catchwords, and so forth. See http://www.tei-c.org/release/doc/tei-p5-doc/en/html/PH.html#PHSK on its usage beyond printed books, despite the name. (I previously raised this on the mailing list, and am hoping that the silence indicates a lack of opposition.)

I don't have any objection to this, per se, although I'm curious as to whether we can think of any epigraphic or papyrological uses for this element? (A negative reply to that question will not necessarily argue against inclusion of the element.)

We agreed that this is implementable, that there are compelling epigraphic uses for this element (as well as the manuscript uses cited by Andrew). I have implemented in the ODD, and will upload a new dev schema today.
