I'm fairly certain that the x-server will look for and read this file if it exists. I would hope your distro didn't muck with things so much that it doesn't. If it's an application, after E is running, start the program up. Now, right-click it's title bar and select the "Remember" menu selection. One of the options should be "Restart app...".
