That is old and coming from EcoLisp (10 years?). I had not noticed it and I do not know how to use tags at all. I think I would probably remove the rule entirely, unless you need it and find a way to fix it.

build/Makefile does contain a rule for TAGS though my version of etags
does not provide a --langmaps option. I guess that's because the etags
of mine is from GNU, and that Makefile assumes the other version
available from sourceforge.
