Probably that if the user flags include spaces they would already
contain quotes...

The quotes represent a first step towards a more ambitious move: changing from ext:system to ext:run-program. Each argument in *user-ld-flags* is quoted separately, so you need not supply quotes nor escape characters. This is explained in the docstring of the variable.
