#278 no-applicable-method

1) CLHS says ( http://clhs.lisp.se/Body/f_no_app.htm ) that signature of this thing must be
no-applicable-method (generic-function t) &rest function-arguments
but ECL thinks that this is wrong and prefers
no-applicable-method (generic-function t) function-arguments

2) ..and ECL trying to treat object returning from no-applicable-method as function and to call it (while i didn't ask for it!)

I cant find anything useful in documentation concerning this case.
May be this is a bug?

tested with latest release (13.5.1), it's still there
