This patch adds methods for custom parsing of the query string which makes Eastwood more compatible with how Google Charts does its parsing. Google Charts handles %-characters differently from how servlet containers handle them. Also, Google always uses UTF8 to do byte to char conversions. When Eastwood used request.getParameterMap() this was totally up to the servlet container to handle.

Thanks for the patch. I committed your code to Subversion, with a slight change in that I moved the two methods into a separate class 'Parameters' (and made the methods static) so I can access them from the little Swing client I am using for debugging (later I also plan to create an Eastwood applet class, so it will be useful there too).
