#658 Breakpoints skipped in Windows CGI environment

It seems that the CGI script is invoked through a path with backslashes, which causes "perl -d" to report back source paths with backslashes to EPIC. However, EPIC expects slashes to compare against breakpoint paths.

Solution: convert the CGI script path to slashes, but only if the HTML Root Directory was entered with slashes (to leave some control to the user - not sure whether it must *always* be slashes under Windows or whether it may vary).
