I took a copy of the MediaFilterManager.java and tested against my development instance (which has a mix of mediafilter and non-mediafilter materials). The fix works fine, the last_modified date in the item table is no longer updated for previously filtered bitstreams (unless -f is specified of course!)
And yes, after testing, it appears the bug report wasn't 100% correct - unless the repository was full of materials which were processed by the mediafilter job, then it would have appeared as though all items were affected.

I checked in a simple fix in MediaFilterManager.java, but I need some
help testing it, since my local DSpace & even MIT's doesn't really have
any MediaFilter material.
A small correction to the bug description below (I think):
the MediaFilterManager was erroneously updating every item
that has a bitstream whose format has a registered filter, not
all items unconditionally.
Could someone with 1.2 installed pick up the the change in CVS and
verify that it works as intended? Then we can put out a patch pronto.
