I'm not sure if I get a good understanding about your problem but I think you mean that if you search in Arabic words you get no results ,
did you edit the default configuration in server.xml for tomcat ? (/etc/tomcat6/server.xml ) 
exactly : 
 <Connector port="8080" protocol="HTTP/1.1"
               connectionTimeout="20000"
               URIEncoding="UTF-8"
               redirectPort="8443" />

you must make sure that the    URIEncoding="UTF-8" is added to  your configurations ...

I'm managing 2 Arabic Dspace instance and we have no problems in searching in Arabic .
