Tim may be able to give you a better idea of where the "concept" of Fedora Inside stands. Tim, correct me if I'm wrong, but I believe there is currently no commitment to include a "Fedora Inside" implementation in the 3.0 release.
As for your second bullet about upgrading from 1.8.2 to 3.0, I can assure you that an upgrade path/plan will be part of the DSpace 3.0 release. There is currently no intention to break the ability to upgrade from earlier platforms. The release notes
(perhaps a bad choice of name for the page in question) are actually just a current sketch for what we think DSpace 3.0 will look like.
All of this said, the roadmap for what will be included in the DSpace 3.0 release has yet to be determined, and there is still a lot of conversation going on around how the next release will look. Since we are an open-source community with many participating
members and institutions, the contributions are various, and not always able to be articulated this far before the release date.
