you can use a sql client (as pgAdmin or the psql command line) to execute the content of the sql file

psql -h <dspace-db-hostname i.e. localhost> -U <dspace-db-username> -W -f [dspace]/etc/postgres/addon-crismodule.sql

you will prompt for the dspace-db password.
You should be able to use psql from anywhere as it is normally included in the system path variable.
