you need ADD permission on the item to add Bitstreams.. but there is no way to give these permissions to a group/eperson automatically on all items of a collection (not to be applied also to new submissions) and, anyway, the UI could be not fully aware of these authorizations.
This is exactly one of the use case of the new feature "delegate admin" that we are adding for dspace 1.6
