#10 Add ScitTE Block Comment Style Option

SciTE uses the characters "#~" for block comments and
also puts them at the same indentation level as what is
being commented out (as opposed to putting them at the
beginning of the line.) Switching from SciTE to
DrPython would be more palatable if there were a way to
tell DrPython to use the SciTE style of block comments.

    This is something I want to work with a bit more.
    I am thinking two prefs options:
    1. Comment location (Start of Line, Start of First Word).
    2. Comment Characters ('#' by default).

    This should make it in soon (I just wanted to get 3.6.8 out,
    on account of the indentation bugfix).
