Update libdrm to 2.3.1.
include new APIs for Mesa 7.1 and Xorg 1.5 to build against.
This doesn't include any TTM or GEM apis yet.

I'm planning on making a 7.1 release candidate #2 pretty soon. That'll
have the latest bits from git.
