As for your HOWTO, take a look at http://dri.sourceforge.net/cgi-bin/moin.cgi/Building I'm also setting up a binary snapshot of the Savage driver right now. Check back at http://www.freedesktop.org/~dri/snapshots/ in a few hours. A binary snapshot should get you started pretty quickly without all the compilation hassle.
