#227 VGA-bug with CGA-palette

When setting the bright yellow/green/red palette in CGA
320x200 mode (BIOS mode 4), DOSbox from version
0.62 sets dull cyan/magenta/white palette instead. See
attached testprogram. This bug only occurs with
system=vga, system=cga sets the correct palette.
