Symlinks are a function provided by the operating system, and they
behave transparently (as if they were usual files).

Most applications don't treat symlinks differently [1]_, so I'd expect
the same from Docutils.

No.  Copying creates two independent files.  When symlinking, you
usually want subsequent changes to apply to both files.
