That's misleading and confusing. The config setting (possibly via the
command-line options) alone, without the directive, does nothing. The
config setting is an override, enabling or disabling the directive.
The default is enabled.
In other words, to get section numbering, you do need the directive.
The config setting just enables/disables the directive.
