I tried to fix that, but it turns out to be somewhat difficult, mostly
because the user can set "latex-footnotes: 0", which would require
either 'undoing' any overriding previously done with "latex-footnotes:
1" (but I didn't find a way to implement something like that) or
introducing complex logic (which isn't nice for the user and doesn't
actually solve the problem of weird overriding logic).
After all, the way it's currently realized isn't nice but at least
documented and consistent. So I suggest we leave it as is.
