That part is largely from Dave so he could probably answer better. I
remember that I once understood that some things are difficult if not
impossible to do with real ODF-styles. For these you need to include
direct style directives - which IMHO should be avoided if possible.

Well, what you are describing is layout information - not style
In fact there is a limited number of styles defined in reST and you
more or less need to translate them to ODF. The user supplied
stylesheet then translates from styles to layout.
