This is actually a feature: the "reStructuredText Markup Specification" says:
Punctuation at the end of a URI is not considered part of the URI, unless the URI is terminated by a closing angle bracket (“>”).
(This also affects, e.g., URLs with trailing full stop.)
If you want this feature changed (e.g. include closing brackets if there is an unbalanced matching opening bracket in the URL), you may file a feature request
(no promise of a fix, as there is the abovementioned simple workaround).
