Consider this example text--

ZEO
----

For news about ZEO2, see the file ZEO-NEWS.txt.

ABC
---

This version of ZODB ships with two different versions
of ZEO. It
includes ZEO 2.0 beta 1, the recommended new version.
(ZEO 2 will
reach final release before ZODB3.) The ZEO 2.0
protocol is not
compatible with ZEO 1.0, so we have also included ZEO
1.0 to support
people already using ZEO 1.0.

If a heading with a marker line below is too short, it
is not recognized as a heading. The ZEO heading is
okay, because there are four dashes under it. The ABC
heading is not recognized because it only has three
characters.

This is a known and documented (in the spec) issue.
Header underlines must be 4 characters minimum.
This is to prevent conflicts with ellipsis (...) and m-
dashes (---). However, there is an entry in the to-do list
to produce a warning in such cases as the one given.
I'll be addressing it soon. I've also added mention of
the 4-character minimum to the primer and quick
    reference.

Thanks for the bug report, Jeremy! I'm glad to know
Docutils is being used by Zope.

I've implemented & checked in a solution that allows
short headings but preserves the freedom to use text
like "..." or "---" almost anywhere. Please test it out.
