In an internal style guide I am writing, I am using
multiple <segmentedlist> elements to document style
rules. They all have the same set of <segtitle/>s:

<sect1>
<title>Hyperlinks</title>
<para>introduction to guidelines</para>
<segmentedlist>
<segtitle>Guideline</segtitle>
<segtitle>Poor Style</segtitle>
<segtitle>Better Style</segtitle>
<segtitle>Discussion</segtitle>
<seglistitem>...</seglistitem>
</segmentedlist>
</sect1>
<sect1>
<title>Figures and Graphics</title>
<para>introduction</para>
<segmentedlist>
<segtitle>Guideline</segtitle>
<segtitle>Poor Style</segtitle>

<segtitle>Discussion</segtitle>

I would like to be able to tag this more like the
following:

DTD customizations necessary:
- add segtitleref attribute to segmentedlist
- make segtitle element optional

    The TC felt this was a very specialized request, and would
    require significant changes to support it. The TC suggested
    using text entities, XIncludes, or even a variablelist to handle
    this need.
