Initial Comment:
The ID attribute of a reference element is not output
to FO when there is a partintro in the reference. This
causes an 
"unresolved internal destination" error from XEP 4.2.

Bob Stayton in docbook-apps 2005-03-31:
"I can see there is a bug in the logic of how a
partintro in a reference is handled, and it affects the
id for the reference."

Here is the edited output from XEP:

It was produced by this command in Windows 2000:
c:\tools\xep-4.2\xep -xml id-bug-sample.xml -xsl
c:\tools\docbook-xsl-1.68.1\fo\docbook.xsl -param
draft.mode=no -pdf id-bug-sample.pdf

Attached is a ZIP file containing a simple DocBook XML
file, 'id-bug-sample.xml' and the resulting PDF,
'id-bug-sample.pdf'. In the PDF you can see that the
ToC entry for the reference has '?' as the page number
because the ID was not found.
