If you generate webhelp with no chunking at all, then the indexer fails. Now you really shouldn't be indexing in this situation, but if you do the indexer fails ungracefully. It would be better if it quietly did nothing if there's nothing to index. This came up in the context of Docbkx. I was producing unchunked webhelp with search turned off. Docbkx still runs the indexer even if the search is off and it fails.
