#1226 TOC is scrolled to top after navigation

Current behavior:
If the TOC is soo long that it requires vertical ecrolling to select the wanted chapter/section the TOC is always reset to the top after a navigation tap.
This is nuance if one has navigated down a long TOC and then looses position after navigation.

Expected behavor:
That the TOC after clicking stays in the same position.

Example:
Open the Phing-Manual at

http://aditus.nu/phing-doc/output/webhelp/content/

and open some long chapters (for example "Optional Tasks") and scroll down and tap a section. The section will correctly load in the right frame but the TOC will be scrollled back to the beginning.

This output rendering was done with the built-in stylesheets in Oxygen 13.2 (and not the off-the-shelf 1.76.1 sheets - but the same effect can also be observed with the plain 1.76.1 sheets)
