#11 libsres/libval build fail on Windows XP w/Cygwin

I'm attempting to build libsres/libval on XP SP2 with Cygwin so that I can
then build a patched Firefox for Windows. I'm getting build errors on both
libsres and libval, looking for arpa/nameser_compat.h and sys/bittypes.h
and an undefined MAXCDNAME and HEADER.

I've attached full output from the make command for reference.

    I'm going to dig around Cygwin and see if I can get these header files installed
    from some package.

    I've checked in patches that remove all requirements on arpa/nameser_compat.h
    except for the HEADER struct which I've added in the local include arpa/
    header.h. I also added a compiler directive to not try and include sys/bitypes.h
    on cygwin. This allows the compilation of libsres and libval to complete on
    cygwin. SF.net doesn't appear to have a 'testing needed' resolution, so I'm
    marking this fixed, but this needs testing.
