I have made a new Win32 program - MiniDjVu Plus.

It is a Win32 GUI for miniDjVu 0.8 http://minidjvu.sourceforge.net/ .

MiniDjVu Plus can encode black-and-white raster images to DjVu (via the
console utility fi_minidjvu.exe).

Additionally, MiniDjVu Plus supports PhotoDjVu encoding (via the console
utility fi_c44.exe) and DjVu Decoding (via the console utility
fi_ddjvu.exe).

MiniDjVu Plus uses a free open-source graphical library - FreeImage -
http://freeimage.sourceforge.net/ . That's why MiniDjVu Plus directly
supports such formats as BMP, TIF, JPG, PNM, PNG (unlike the original console
utilities minidjvu.exe, c44.exe, ddjvu.exe).
