So DBAN got interrupted part way through (power problems), and now I can't boot the laptop from anything. No matter what I try, all I get is the "SYSLINUX… Copyright Peter Anvin et al" message. It's a Toshiba Satellite C650M-00M. Was wiping so I could sell it. Is it fried now?
If it did not finish the wiping process, then there is data on the drive, most likely. However, it would take special software and computer knowledge to retrieve it (Data Recovery). Most likely it is ok to go ahead and sell it since it can't boot. The only concern is that you should be able to boot to the DBAN wipe drive CD. Are you able to do that? If not, then there may be physical damage to the hard drive or computer (motherboard) when it encountered a power problem. People have bad habit of not plugging laptops into a surge protector power strip, which should always be.
Its not fried bro. Run DBAN on it ONE MORE TIME just to be sure you wiped everything.
