I am trying to simply build a tags file for the /usr/include tree by running:
ctags -R /usr/include
The resulting tags file has many entries but does not contain entries for many functions that I know are in the .h files.  For instance, the file /usr/include/GL/gl.h contains the function call:
WINGDIAPI void APIENTRY glViewport (GLint x, GLint y, GLsizei width, GLsizei height);
yet no where in the tags file is there an entry for glViewport.  Is this a problem with the way the function is defined in the gl.h file or is there some flag that I should be passing to ctags that I am not?  I am using ctags on Windows under cygwin with the gvim editor.
