#20 always include files under -extra+f

when the -extra+f option is used, every file specified
on the command line should have a tag, even if it isn't
part of a defined language. this would facilitate
simple references in a wide variety of files without
defining a new language

using something like --langmap or --language-force is
an options, but it can do odd things depending on the
format of the file
