If I declare a member function in PHP5 to be private,
static, etc., then the ctags parser does not notice the
function. I have a fix for this, but do not know to
whom to submit it.

Yes please update ctags to enable member function list for classes.
very annoying to see the functions appearing as regular functions instead of members of the class.

The original issue reported in this bug is fixed in ctags 5.7. This does not, however, address the issue of reporting that methods are members of a class. I am closing this bug. Please open a new bug regarding the class member issue. When somebody volunteers to re-write the PHP parser from scratch, then they can tackle the class member issue.
