Building under cygwin gives build errors on release 15.6
./configure

and I get the following error:

    Your Cygwin installation is rather out-of-date. A current one compiles cscope-15.6 just fine.

    I'm assigning this to you Neil, as you put in this sigaction() stuff. It needs a configure test before being used.
