[maildropl] configure failing to locate pcre.h

I'm building maildrop 2.0.2 from source on a FreeBSD 6.0 installation and
configure is failing to locate pcre.h.

Pcre was already installed when I installed PHP but I dutifully downloaded
pcre 6.6 and re-built and installed it without issue. I can actually see
pcre.h in /usr/local/include but the configure script just keeps failing.
Anyone got any clues?
