I don't know of anyone who have ported Contiki to the PIC, but I know that uIP (which is part of Contiki) has been ported to the PIC18 a number of times (see the uIP homepage for one such port: http://www.sics.se/~adam/uip/ ), so it should be possible to do. Typically, the trickiest thing is to implement the dynamic loader for a new platform. But since Contiki works perfectly well without dynamic loading, the dynamic loader isn't required for a working port.
