#62 Server bug: NPE when invoking Compiere Server Mgmt

In the JBoss web page, when trying to enter Compiere Server
Mgmt, one obtains a page complaining about an internal server
error.
What's happening is that the "s_driver" variable in
DB_Oracle.java never gets initialized on the server (remember the
VPN problem?) and the "getDescription()" method causes a
NPE.
I attached the patch for 252b.

    I have made a second patch which will bring down 5 times the waiting
    time before the Compiere Login window appears, as follows.

    If the DB server has changed since the last login, then Compiere tries
    to connect to the old DB server no less than 10(!) times (twice in
    CConnection multiplied by five in DB_Oracle.java). Each trial waists
    about 190 seconds on 1.4.2_08 JVM/Gentoo Linux.

    I believe that the retrial in CConnection.java is also expendable,
    because if the first trial is unsuccessful and the user is sure about the
    server, he/she can try again in the config window, for countless times.

    Thanks - The underlying problem was a bit different. Fixed in
    current CVS 252c some time ago.

    If there is an issue, the server actually should shut down.
    If there is an environment issue, repeated attempts do not
    help.
