#1 Add a macro for defining a fuzzy controller system

Although the idea is mentioned in the package
documentation, it would be useful to implement a macro
that defines a fuzzy controller for a dynamical system.
An example would be a definition for a controller that
attached to the botom of a broom that keeps it upright.
