Check the permissions of the C:\WINDOWS\TEMP directory.  Is the user running apache have permissions to create and delete files in this directory?

You might need to set the $tmpdir variable in the codestriker.conf file to a more suitable temporary directory if it can't be changed, for example:

C:\CodestrikerTemp

Ah - you are running IIS?  Anyway - same deal, check that the user running IIS has sufficient permissions to this directory.
