#35 URLs are sometimes encoded

Sometimes URLs provided by CS are URI encoded. For
instance:
https://my.domain.com/codestriker/codestriker.pl?action=list_topics&sstate=0&sproject=16660

The ampersands are encoded to & instead of just
being &. I see that you do this on purpose, is there
any reason?

    There might have been a reason - something to do with an
    html lint program complaining, but it does seem over the top.

    I've changed UrlBuilder.pm just to use standard & instead,
    to produce nicer URLs.
