Trouble is that in some languages (but obviously not in Russian!) the appropriate error messages may be spelled with ASCII, so this might be an unnecessary limitation for such languages. Moreover, I seem to vaguely recall that there was a comment once next to a message saying something like "translate using only ASCII".
