Not really. It is not being worked on right now (as you can see from
the src/ChangeLog entries).
A couple of years ago there was a fund drive to pay someone to finish
MT in CLISP, you can search clisp-devel archives.
The bottom line is that you can expect about $5,000 if you do finish it.
("finish" means that, first, your patches are accepted by Bruno,
and, second, they work on at least linux and w32 well enough to run,
