if yes, then you need to add a NEWS entry and impext.xml doc,
as well as export LAUNCH from EXT in file runprog.lisp.
why doesn't LAUNCH take :ARGUMENTS arglist?

For now I'm not sure. Now I'm trying to make UNIX version and it may

As for now it's just CreateProcess wrapper. CreateProcess takes one
bulk nonseparated command line. But to make it consistent with UNIX
exec* I'm going to make such. Though I want to make LAUNCH as thin as
