In FORMAT.JUSTIFY.8 you assume that the FORMAT ~< minpad parameter applies only
to the gaps between segments, not to the gap before the first or after
the last segment.
CLISP treats all gap types equally.
Could you please explain how, in your interpretation, the gaps before the
first and after the last segment should compute their lengths, if a minpad
parameter is specified and > 0 ?
