#1 Trouble with the options file

I am having a hard time installing CIPE on Redhat 9.0
system. The instructions are not clear but what I did
was create a dual homed system (eth0 and eth1).
I confirmed that both nic cards were working and
have IP address.
I created a ifcfg-cipcb0 confing scrip.
I created a /etc/cipe/options.cipcb0 file.

When I do a ifup cipcb0 I get a defult app.
The dmesg area shows the following 6 times

cipcb0: alloc
cipcb0: setpar
cipcb0: setpar 0.0.0.0:0 1000 60000 0200 0

Is this a default setting? Is this proof that
my config file is not being read? Both the
NIC cards have good IP numbers and the
config files for CIPE have matching numbers
