I think there is a legal side to it: A user may use any service a website provides, e.g. downloading games,

If you mean something like that, this could be done in chessx with some twenty lines of code.
The problem would be to create a server which provides updates on a regular basis.
I don't think, it is allowed to use some publicly available server (like twic) without their explicit permit.
