Add a switch to disable requiring javadocs on basic
accessor/mutator methods. IE, if the method's name
begins with 'get', 'set', or 'is', don't throw an error for
missing javadoc.

    I would also like the above, but with one caveat:
    If the method's name begins with 'get', 'set' or 'is' AND the
    method is just a single line, then we need not throw an error
    for missing javadoc. That way, if there is any other method
    like 'getTotalPremium' which would calculate the value from
    some other attributes, we should still need a javadoc for it.

    Oliver has implemented something like this by
    allowMissingPropertyJavadoc property of JavadocMethod check
    in 4.0.
    The implementation has some restrictions for structure of
    getters (setters). But I think this is a right approach.
    So, I close this rfe as implemented in 4.0
