Look at the online documentation for the MultipleStringLiterals check at http://checkstyle.sourceforge.net/config_coding.html#MultipleStringLiterals

The EXAMPLES section contains :

To configure the check so that it ignores ", " and empty strings:

<module name="MultipleStringLiterals">
<property name="allowedDuplicates" value="^(("")|(", "))$"/>
</module>

The "allowedDuplicates" property name should be a number, not a RegExp. I would think this is a typo and the property name that appears in this example should be "ignoreStringsRegexp"
